Many people who worry about global warming believe that Americans should pay more attention to energy conservation. Assuming that the standard deviation and the normal shape are unchanged, to what level must the mean reduce so that 20 gallons per week is the third quartile rather than the mean?

You want to use the tables to find the Z-score z that corresponds to Prob(Z < z) = 0.75, then solve for the mean in the formula z = (20 - mean) / 6.
You get mean = 20 - 6 z.

Use the bottom form with Mean: 0 Sd: 1 Shaded Area: 0.75 then click Below to get z = 0.6745
So the mean must reduce to 20 - (6 * 0.6745) = 15.953 gallons in order for 20 gallons to be the third quartile, assuming a normal distribution with a standard deviation of 6 gallons.

So Z = +0.675, x = 20 (the old mean), σ = 6.
Solve for the new µ:
-µ = Zσ – x = 0.675(6) -20 = 15.95 gallons/week

The move comes as the Obama administration is planning to press for the 54-member U.N. Economic and Social Council (ECOSOC) to grant on Monday “consultative status” to an American group, the International Gay and Lesbian Human Rights Commission (IGLHRC), so that it can participate in U.N. meetings along with thousands of other international non-government organizations.
In a letter to U.N. members, Smith and Franks expressed concern that the U.S. initiative would improperly bypass a U.N. committee, which is dominated by socially conservative Islamic governments, that normally accredits U.N. NGOs. That committee, which reports to ECOSOC, has prevented any action on the gay rights group’s application for more than three years. In its history, ECOSOC has accredited a total of nine gay and lesbian organizations.
“It has come to my attention … that there will be an attempt to bypass the [NGO] committee,” Smith and Franks wrote on July 9. “I respectfully urge you to refuse attempts to circumvent UN procedure and secure a premature approval of the IGLHRC in the ECOSOC. Preservation of the rights of freedom of expression and freedom of religion require that IGLRHC undergo further review in the standard review process.”

What equality? name a single right that they are being denied. Your demands for special privilege’s based on your need of acceptance is not a right. it is a pathway to establishing a worldview that a deviant hyper sexual group be given the powers of world leaders.
I have no particular opinion about it other than to say that the word “conservative” implies that people want things to stay the same. LGBT rights is a relatively new concept in terms of the history of the world, so it shouldn’t surprise anybody that people who tend to lean toward more traditional values (but who don’t see eye to eye on other things) might find common ground with respect to this particular issue.
Why wouldn’t Smith, Franks, the Republican party and the vast majority of Americans support the Islamic governments opposition to a LGBT participation in U.N meetings? One thing you can say about Islamic governments they don’t have a problem with low birth rate and transmitted sexual horrible sickness and death .
The Obama agenda on a number of social issues is becoming extremely unpopular with the voting American public. Thank God!
